Two weeks after President Trump signed the historic executive order on Ushering in the Next Frontier of Quantum Innovation, the White House gathered nearly 100 participants across the quantum industry, academia, and the government to discuss ongoing efforts of the government and private sector to fulfill the vision set out in the President’s mandate.
The Summit featured a panel on federal agency commitments with Deputy Secretary Paul Dabbar at the Department of Commerce, Under Secretary Emil Michael at the Department of War, Under Secretary Darío Gil at the Department of Energy, and Acting Director of the National Science Foundation Brian Stone, and moderated by U.S. Chief Technology Officer Ethan Klein. Additional panels brought senior leaders from the quantum industry and the broader quantum ecosystem to discuss challenges and opportunities that will influence quantum development in the coming years. Conversations highlighted the need for additional application research, tools to certify quantum systems, improved infrastructure, an expanded workforce, and close international cooperation.
This event was a testament to the energy and excitement in both the government and private sector for supporting American quantum information science and technology.

The White House Summit on American Quantum Innovation,
Good morning, and welcome to the White House Summit on American Quantum Innovation.
Two weeks ago, President Trump signed two executive orders setting ambitious goals for American quantum. And seeing everyone’s energy and excitement today, I am confident that the Golden Age of Quantum is near at hand.
My hope is that this summit will encourage continued collaboration and coherence in the quantum efforts of the government and private sector. President Trump was the first president to recognize the potential quantum technology presents to uplift American lives.
Ever since the President signed the National Quantum Initiative Act into law in 2018, the Trump Administration has remained deeply committed to promoting the development of quantum information science and technology.
Some of you may even remember being in this very room in September of 2018 for the first-ever White House quantum industry summit. It has been awe-inspiring to witness the momentum and growth in the quantum industry since then.
Today, quantum technologies have reached an inflection point, on the cusp of a major expansion of commercialization.
That is why the President issued his executive order on Ushering in the Next Generation of Quantum Innovation, to supercharge American efforts to move quantum from the lab to real-world applications and to secure our leadership in this transformative field.
And with his executive order Securing the Nation Against Cryptographic Attacks, the President has called for Federal agencies to transition critical systems to post-quantum cryptography by 2031.
I’m pleased to say the National Institute of Standards and Technology will be making that transition by the end of next year.
The Trump Administration believes that the burgeoning commercial quantum industry will drive new economic prosperity, produce good-paying jobs, and provide out-of-the-box solutions to America’s challenges.
We are enthusiastic about how quantum computing will accelerate drug discovery and engineer next-generation materials.
We are excited to see quantum sensing’s potential to revolutionize national defense, and we look forward to seeing quantum networking transform communications.
The President’s order rallies a whole-of-government effort to develop a quantum computer that will solve previously unsolvable scientific problems.
My colleagues at the Department of Energy are leading the charge to execute this vision, working to deploy the world’s first fault-tolerant, scientifically relevant quantum computing capability by 2028.
We also expect to see exciting quantum projects funded under the new NSF X-Labs initiative, and the NSA recently announced the intention to work closely with the quantum industry through its QuantumEAGLe initiative.
The initiative aims to enhance the quantum computing supply chain, develop cutting-edge algorithms, and overcome fundamental research challenges in the production of a quantum computer.
These efforts will be amplified by the Department of Commerce’s recent letters of intent to provide more than $2 billion in federal incentives to quantum companies, and NIST’s launch of a center to advance the manufacturing of quantum technologies.
Furthermore, the President’s order prioritizes the production of real-world applications of quantum sensing and quantum networking technologies.
To that end, the Department of War’s Defense Innovation Unit has launched an initiative to mature quantum sensing for intelligence goals, with a plan to invest as much as $200 million.
These initiatives represent an enormous step toward fulfilling the President’s mandate for American quantum leadership.
The Trump Administration is eager to collaborate with industry to expand pathways for American students to enter the quantum workforce, whether as Ph.D. scientists, engineers, or skilled technicians.
We want more quantum companies to operate in America and employ Americans. Our priority is building a resilient quantum stack at home.
The U.S. government is also working hard to catalyze and incentivize further domestic development of the inputs that enable the quantum ecosystem.
From lasers, to materials, to advanced fabrication systems, we must secure and improve the supply chains for component technologies that are critical for further growth in America’s quantum enterprise.
For 250 years, American ingenuity has flourished in a strong entanglement between industry, academia, and the U.S. government.
Today, quantum is no longer the stuff of science fiction. The conversations we are having about quantum now feel a lot like conversations about AI a decade ago in the first Trump Administration—and look where we are.
With his quantum executive orders, the President has let Schrödinger’s cat out of the box, and it is alive and well, thanks to all of you.
